Essential requirements to get your CDL license

The NY DMV issues Class A, B, and C commercial licenses to applicants aged 18 and older. However, the "K" restriction (Intrastate Only) will apply until you turn 21.

Yes. You must have a valid Class D, Class E, or Non-CDL Class C New York State driver license. Out-of-state licenses must be exchanged for a NY license before applying.
